ACCREDITED ITALIAN WEEE FACILITIES

Overview of Facility Roles and Contact Information for Secondary Raw Material Buyers

In Italy, the management and recycling of Waste Electrical and Electronic Equipment (WEEE) is handled by a network of accredited treatment facilities. These facilities, certified by the Centro di Coordinamento RAEE (CdC RAEE), are responsible for ensuring environmentally compliant processes while efficiently recovering secondary raw materials. The following sections provide a detailed overview of the roles of these facilities, the types of materials processed, and the distinction between domestic and specialized international recovery processes.

ROLE OF ACCREDITED WEEE TREATMENT FACILITIES

Accredited facilities in Italy play a critical role in:

  • Initial WEEE Processing: Dismantling and sorting electrical and electronic waste into distinct material streams, such as metals, plastics, and hazardous components.

  • Safe Handling of Hazardous Substances: Ensuring the safe removal and treatment of hazardous materials, including batteries, mercury-containing components, and refrigerants, in compliance with EU regulations.

  • Recovery of Recyclable Materials: Extracting usable raw materials like ferrous and non-ferrous metals, plastics, and glass for reintegration into production cycles.

  • Collaboration with Specialized Facilities: Redirecting certain materials that require advanced processing capabilities to more specialized facilities within Italy or abroad.

MATERIALS EXTRACTED IN ITALY

The accredited WEEE treatment facilities in Italy are equipped to extract the following primary and secondary raw materials:

  1. Metals:

    • Ferrous Metals (e.g., steel and iron)

    • Non-Ferrous Metals (e.g., aluminum, copper)

    • Precious Metals (e.g., gold, silver, palladium), primarily from printed circuit boards (PCBs).

  2. Plastics:

    • High-grade plastics suitable for recycling into new products.

    • Thermoplastics and thermoset materials, including those with specific flame retardant treatments.

  3. Glass:

    • From cathode ray tubes (CRTs) or flat-screen displays.

    • Glass is often treated to remove hazardous coatings or substances like lead.

  4. Other Components:

    • Motors, wires, and electronic components, which may yield copper and aluminum.

    • Recovered functional parts for refurbishment and reuse.

MATERIALS PROCESSED IN SPECIALIZED FACILITIES

While Italian facilities are capable of handling a wide array of materials, certain waste streams or secondary raw materials require advanced technologies not readily available in domestic plants. These materials are sent to specialized facilities, often located abroad or in highly equipped Italian facilities, for further extraction.

  1. Rare Earth Elements and Critical Metals:

    • Rare earth metals such as neodymium, lanthanum, and cerium from magnets and LEDs.

    • These require advanced chemical separation processes unavailable in standard facilities.

  2. Advanced Plastics:

    • Plastics with complex additives, such as flame retardants or multi-layer composites, which require advanced sorting and purification technologies.

  3. Lithium and Cobalt:

    • Recovered from lithium-ion batteries, these materials are sent to facilities specializing in battery recycling.

  4. Mercury and Other Hazardous Substances:

    • Found in components like fluorescent lamps and certain switches, requiring strict containment and disposal measures.

  5. Printed Circuit Boards (PCBs):

    • Extracting gold, silver, palladium, and other high-value metals from PCBs often requires specialized refining facilities using hydrometallurgical or pyrometallurgical methods.

  6. Complex Alloys and Components:

    • Materials from aerospace or high-performance electronic equipment, often requiring specialized smelting or alloy separation processes.

WHAT THESE FACILITIES CAN EXTRACT

Italian and international facilities together ensure that the following materials are recovered efficiently:

  • High-Value Metals: Including gold, copper, and platinum.

  • Critical Raw Materials: Like indium, tantalum, and rare earth elements.

  • Recyclable Plastics: Suitable for a range of manufacturing uses.

  • Safe Disposal of Toxic Substances: Such as mercury, lead, and brominated flame retardants.
